The first phase of the project covers Marshall's early career and activities as a soldier, student, lawyer, legislator, land speculator, and diplomat to the eve of his appointment to the Supreme Court.

The second phase of the project covers Marshall's lengthy tenure as chief justice. Twelve volumes will bring the project to its completion.
